DESENVOLVIMENTO DE UM MODELO DINÂMICO ADAPTATIVO COMO FERRAMENTA PARA A ORIENTAÇÃO ESTRATÉGICA EM ORGANIZAÇÕES DO SETOR AEROESPACIAL

Abstract


Em tempos de mudanças frequentes, até mesmo as organizações mais robustas encontram situações de incerteza. Na área de pesquisa e desenvolvimento, onde se concentram as principais tomadas de decisão sob incerteza, as organizações precisam lidar com as mudanças do ambiente, dinamizando e agilizando o desenvolvimento da estratégia tecnológica e das capacidades dinâmicas. O artigo destaca a importância da flexibilidade estratégica em organizações de base tecnológica, que pressupõe a necessidade de se adaptarem continuamente ao ambiente para garantirem sua sobrevivência. O estudo argumenta que a estratégia pode desempenhar um importante papel no sucesso das organizações. Espera-se aprimorar o desenvolvimento estratégico a partir de um modelo dinâmico adaptativo, que busca o sucesso das definições estratégicas de longo prazo. Ancorado em dois estudos de caso e entrevistas com engenheiros e gerentes de desenvolvimento tecnológico e de produtos, gerentes de programas, gerentes de estratégia e inteligência de tecnologias e pesquisadores da Embraer, foram identificados os elementos que permitiram a estruturação do modelo, em desenvolvimento. Espera-se que este estudo melhore as tomadas de decisão no desenvolvimento de estratégias tecnológicas, tornando-as mais flexíveis. O artigo também contribui com a teoria de capacidades dinâmicas ao definir os elementos do modelo que precisam ser combinados para criar a capacidade de identificar e adquirir os recursos estratégicos necessários. O estudo desenvolvido também mostra como o modelo contribui para a ambidestria organizacional, melhorando a capacidade de identificar mudanças no ambiente e selecionar um portfólio de tecnologias.
